NDRA Board Meeting for Summer Leadership:

Secretary’s Report Jenni Picard
· Jenni passed out copies of the minutes from April 15, 2011.
· Approved as written-
Treasurer’s Report Cheryl Fredenburg for Dianne Ornberg
· Financial reports were passed out and shared by Cheryl in place of Dianne
· $15,000 in Budget column was what we were thinking would come from the 2011 Fargo Spring conference. However, Fargo did not make money on the conference due to the over-spending for the conference. The conference still OWES about $20,000 to cover conference bills. NDRA relies on a profit from the Spring Conference for operating fees for the following year.
· Change 5/1/11 newsletter printing bill on section B to the C Newsletter section on the Category Detail Report.
· President line item D for IRA travel/membership/ registration needs to move to line item P
· Line item I should include promotional materials during state library conference in order to promote joining NDRA
· Line item J will be cut to $300 from $400
· Line item K will be cut to $100 from $200
· Line item L will stay the same, but NDRA will not be sending anyone this year.
· Each council should check sites for free IVN meetings to lower this line item and report back at our next summer leadership meeting.
· As a reminder: the NDRA Payment Grid states that Executive board members will have their spring conference registration fees waived and will put “NDRA Exec. Board Member/Registration fee waived on the registration”. However, they must pay for food and hotel fees on their own.
· Line item S will be cut to $500 from $1000
· T1 will be cut to $600 from $750
· Conversation ensued to think about incorporating paperless/electronic image brochures and online registration for NDRA.
· Valley Reading Council and North Central will try to incorporate a paperless brochure and registration this next year as a pilot program and report back to the board as to how it went.
· Line item V Literacy Travel Grants will stay as is but will only use $300.
· Line item Y International Projects will be cut to $100 from $500.

Old Business:
1. NDRA Spring Conference Wrap-up: April 14-16, 2011–Fargo - Rob Arneson Chair
· Rob was not in attendance to present his final report
· Tarah Larson from Wahpeton spoke to the board regarding book sales from the spring conference. Rob has given her 3 different quotes as to what they earned from book sales. After many requests to meet with Rob, he refuses to meet with Wahpeton’s council and said to take it up with the state. He will not share any documentation from book sales either. Tarah voiced her frustration with Rob’s responses and feels they have been taken advantage of. To this date, no money has been given to Wahpeton council for their profit of book sales. Tarah estimated a profit of $4976 from her records. Also, did not make a profit off of the John Coy books.
· A inquiry was made to take out a no-interest loan from SCRC to NDRA in an amount not to exceed $10,000 to help cover the shortfall from the Fargo Spring Conference. SCRC will try and meet with Gilchrist tomorrow to work through the details.
· A motion was made by Gloria Jones to seek legal council and/or information from the Attorney General’s Office and /or State Auditor’s Office regarding obtaining the financial records and contracts from conference co-chairs Rob Arneson and Barb Witteman regarding the 2011 NDRA Spring Conference hosted by Valley Reading Council.
o Motion seconded by Chris McCoy.

2. NDRA Spring Conference 2012 Dickinson – Chris McCoy Chair
· April 19-21, 2012 in Dickinson
· Theme- Gushing with Great Ideas: Discovering Literacy on the Western Edge
· Some authors/presenters will be Katie Wood Ray, Sneed B. Collard III, George Ella Lyon, Willson and McKee to name a few
· Working on developing a fee for the conference, recommend flat fee per person for the district as they are making it a professional day
· Have established a separate treasurer position from the conference chair position.
· At this time, Chris is not asking for seed money from NDRA for the conference.
· Joyce Hinman asked if Badlands could either send by emai, You Tube, or burn CDs that promote the 2012 reading conference in Dickinson.
3. Reading Month Packet (Badlands)
· Reading Packet information will be posted on the NDRA website.
· Chris has appointed a chair for this project.
New Business
1. IRA Regional 2012 – Bismarck
· Joyce reported IRA will be meeting and will discuss Regional conferences reconvening.
· A 2014 trial Regional conference in Bismarck is a possibility.
2. NDRA Spring Conference- rotation
· Jamestown 2013
· Bismarck fall 2014 possible Regional or Spring 2015
· Minot 2014

3. IRA Conference - May 8-11 in Orlando, FL highlights from those attending
· Cutting Edge sessions were quite valuable to attendees
· Technology sessions were also good
· I Can Write Like That was a hit.

· Forms were passed around for travel reimbursement for this meeting

1. Prairie Reader- (Donna)

· Minutes will now be a link on the NDRA website instead of printed in the Prairie Reader. Paula Rogers will be contacted about posting them for us.

· State Literacy Award article- Marlene S. will write an article regarding Jenni Picard receiving the award

· State Conference article- photo gallery is online and can be used for the PR

· Article about Linda Gutensohn receiving an IRA award is also needed.

· Still need 2011 conference article from Rob Arneson

1. 2011 Spring Conference-Fargo follow-up discussion

Motion made by Marlene Srock that SCRC will take out a no-interest loan to NDRA in an amount not to exceed $10,000 to help cover the shortfall from the Spring Conference in Fargo with NDRA issuing a contract containing the above information.

Motion made by Gloria Jones to transfer necessary dollars needed to our NDRA checking account to help cover the shortfall in funds from the Spring Conference in Fargo.

Arrangements have been made to remove Rob Arneson and Barb Witteman’s names off of the NDRA Conference account at the Fargo Public School Credit Union and add Leslie Hagemeister and Alyssa Gilbertson’s names to the accounts for Valley Reading Association.

2. NDRA Boundary Lines
Discussion regarding boundary lines and where members should/or want to belong to a specific council. How will this affect local membership for councils? How can we reach all school districts and offer NDRA benefits and programs?
Ideas to contact Title I teachers and Library/Media/Technology specialists to promote NDRA.
